English Translation
Narrated Urwah ibn al-Zubayr from Hisham ibn Hakim ibn Hizam (may Allah be pleased with him), who said: (Hisham) passed by some people in the land of Syria who had been made to stand in the sun with oil poured on their heads. He asked, "What is this?" The people said, "They are being punished for (failing to pay) the government tax." He said, "I heard the Messenger of Allah (peace be upon him) say, 'Allah will punish those who punish people in this world (that is, unjustly — so this does not include the punishment carried out as a prescribed penalty [hadd] or as a discretionary punishment [ta'zir]).'"
Urdu Translation
سیدنا عروہ بن زبیر سیدنا ہشام بن حکیم بن حزام رضی اللہ عنہ سے روایت کرتے ہیں، کہتے ہیں کہ(ہشام ملک) شام میں کچھ لوگوں کے قریب سے گزرے وہ دھوپ میں کھڑے کئے گئے تھے اور ان کے سروں پر تیل ڈالا گیا تھا۔ انہوں نے پوچھا کہ یہ کیا ہے؟ لوگوں نے کہا کہ سرکاری محصول دینے کے لئے ان کو سزا دی جاتی ہے۔ انہوں نے کہا کہ میں نے رسول اللہصلی اللہ علیہ وسلمسے سنا ہے، آپصلی اللہ علیہ وسلمفرماتے تھے کہ اللہ ان لوگوں کو عذاب کرے گا جو دنیا میں لوگوں کو عذاب کرتے ہیں (یعنی ناحق۔ تو اس وہ عذاب داخل نہیں ہے جو حدًا یا تعزیراً ہو)۔[مختصر صحيح مسلم/حدیث: 1833]
