حَدَّثَنَامُحَمَّدُ بْنُ يَحْيَى، قَالَ: ثنايَزِيدُ بْنُ هَارُونَ، قَالَ: أناالْجُرَيْرِيُّ، عَنْأَبِي نَضْرَةَ، عَنْأَبِي فِرَاسٍ، قَالَ: خَطَبَنَاعُمَرُرَضِيَ اللَّهُ عَنْهُ، فَقَالَ: أَلا إِنِّي لَمْ أَبْعَثْ عُمَّالِي عَلَيْكُمْ لِيَضْرِبُوا أَبْشَارَكُمْ، وَلا لِيَأْخُذُوا مِنْ أَمْوَالِكُمْ، وَلَكِنِّي إِنَّمَا أَبْعَثُهُمْ لِيُعَلِّمُوكُمْ دِينَكُمْ وَسُنَّتَكُمْ، فَمَنْ فَعَلَ بِهِ غَيْرَ ذَلِكَ فَلْيَرْفَعْهُ إِلَيَّ , فَوَالَّذِي نَفْسُ عُمَرَ بِيَدِهِ لأَقُصَّنَّهُ مِنْهُ، فَقَامَ عَمْرُو بْنُ الْعَاصِ، فَقَالَ: يَا أَمِيرَ الْمُؤْمِنِينَ، إِنْ كَانَ رَجُلٌ مِنَ الْمُسْلِمِينَ عَلَى رَعِيَّةٍ فَأَدَّبَ بَعْضَ رَعِيَّتِهِ لَتَقُصَّنَّهُ مِنْهُ، قَالَ عُمَرُ رَضِيَ اللَّهُ عَنْهُ: أَنَّا لأَقُصَّنَّهُ، وَقَدْ رَأَيْتُ النَّبِيَّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَيَقُصُّ عَنْ نَفْسِهِ، وَالَّذِي نَفْسُ عُمَرَ بِيَدِهِ لأَقُصَّنَّهُ مِنْهُ".
انگریزی ترجمہ
Abu Firas narrated: Umar (may Allah be pleased with him) addressed us and said: Indeed, I have not sent my governors over you to beat your bodies or to take your wealth. Rather, I have sent them to teach you your religion and your Sunnah. So whoever has been treated otherwise, let him bring it to me. By the One in whose hand is Umar's soul, I shall certainly take retribution from him. Amr ibn al-As (may Allah be pleased with him) stood up and said: O Commander of the Faithful, what if one of your governors disciplines a man from the subjects — will you take retribution from him? Umar said: Yes, by the One in whose hand is Umar's soul, I shall take retribution from him. I saw the Messenger of Allah (peace be upon him) allow retribution against himself.
