Hadrat Umar ibn al-Khattab (may Allah be well pleased with him) said: "O people, we used to know you when the Messenger of Allah (blessings and peace of Allah be upon him) was among us, when revelation was descending, and we were informed about your affairs. Now the Prophet (blessings and peace of Allah be upon him) has departed and revelation has been lifted, and we only know you by what I tell you: whoever among you displays good, we think well of him and love him for it; and whoever among you displays evil, we think ill of him and detest him for it — your secrets are between you and your Lord. A time came upon me when I used to think that whoever recited the Quran was seeking Allah Most High and what is with Him. But towards the end it seems to me that people recite it seeking what is with people. So seek what is with Allah through your recitation and your deeds. Indeed, by Allah, I do not send my governors to beat your skins and take your wealth, but I send them to teach you your religion and your traditions, to judge justly among you, and to distribute your spoils among you. Whoever has something done to him beyond that, let him bring it to me, and by the One in Whose Hand is Umar's soul, I will exact retribution from him." Amr ibn al-As stood up and said: "O Commander of the Faithful, what if a Muslim leader disciplines one of his subjects — will you exact retribution from him?" He said: "Why would I not exact retribution when I saw the Messenger of Allah (blessings and peace of Allah be upon him) exact retribution from himself? Do not strike them and humiliate them, do not deny them their rights lest you cause them to disbelieve, do not coerce them lest you cause them to be tempted into rebellion, and do not station them in the wilderness lest you neglect them."
اردو ترجمہ
حضرت عمر بن خطاب رضی اللہ تعالیٰ عنہ نے فرمایا: "اے لوگو! ہم تمہیں پہچانتے تھے جب ہم میں رسول اللہ صلی اللہ تعالیٰ علیہ وآلہ وسلم موجود تھے، جب وحی نازل ہوتی تھی اور ہمیں تمہاری خبروں سے آگاہ کیا جاتا تھا۔ اب نبی کریم صلی اللہ تعالیٰ علیہ وآلہ وسلم چلے گئے اور وحی اُٹھا لی گئی، اور ہم تمہیں صرف اُس سے پہچانتے ہیں جو میں تمہیں بتاتا ہوں: تم میں سے جو نیکی ظاہر کرے ہم اُس کے بارے میں نیک گمان رکھتے ہیں اور اُس سے محبت کرتے ہیں، اور جو برائی ظاہر کرے ہم اُس کے بارے میں بُرا گمان رکھتے ہیں اور اُس سے نفرت کرتے ہیں — تمہارے راز تمہارے اور تمہارے رب کے درمیان ہیں۔ مجھ پر ایک زمانہ گزرا جب میں سمجھتا تھا کہ جو قرآن پڑھتا ہے وہ اللہ تعالیٰ اور اُس کے پاس جو ہے اُسے چاہتا ہے۔ مگر آخر میں مجھے لگتا ہے کہ لوگ اسے لوگوں کے پاس جو ہے اُسے حاصل کرنے کے لیے پڑھتے ہیں۔ پس اپنی تلاوت اور عمل سے اللہ کی رضا چاہو۔ خبردار! اللہ کی قسم، میں اپنے عاملوں کو اس لیے نہیں بھیجتا کہ تمہاری کھالیں پیٹیں اور تمہارا مال لیں، بلکہ میں انہیں بھیجتا ہوں تاکہ تمہیں تمہارا دین اور سنتیں سکھائیں، تمہارے درمیان عدل کریں اور تمہارا فَے تم میں تقسیم کریں۔ جس کے ساتھ اس کے علاوہ کچھ کیا جائے وہ مجھ سے شکایت کرے، اُس ذات کی قسم جس کے ہاتھ میں عمر کی جان ہے میں اُس سے ضرور قصاص لوں گا۔" حضرت عمرو بن العاص کھڑے ہوئے اور عرض کیا: اے امیر المؤمنین! اگر مسلمانوں کا کوئی حاکم اپنی رعیت میں سے کسی کو ادب سکھائے تو کیا آپ اُس سے قصاص لیں گے؟ فرمایا: "مجھے کیوں نہ قصاص لینا چاہیے جبکہ میں نے رسول اللہ صلی اللہ تعالیٰ علیہ وآلہ وسلم کو اپنے آپ سے قصاص دلواتے دیکھا ہے۔ خبردار! انہیں نہ مارو کہ ذلیل کرو، اُن کا حق نہ روکو کہ کفر کی طرف جائیں، اُن پر جبر نہ کرو کہ فتنے میں پڑیں، اور انہیں جنگلوں میں نہ اتارو کہ ضائع ہو جائیں۔"
