وَأَخْبَرَنَا أَبُو نَصْرِ بْنُ قَتَادَةَ أنبأ أَبُو عَمْرِو بْنُ نُجَيْدٍ ثنا مُحَمَّدُ بْنُ إِبْرَاهِيمَ ثنا ابْنُ بُكَيْرٍ ثنا مَالِكٌ عَنْ يَحْيَى بْنِ سَعِيدٍ عَنْ رُزَيْقِ بْنِ حَيَّانَ أَنَّ عُمَرَ بْنَ عَبْدِ الْعَزِيزِ كَتَبَ إِلَيْهِ وَمَنْ مَرَّ بِكَ مِنْ أَهْلِ الذِّمَّةِ فَخُذْ مِمَّا يُدِيرُونَ مِنَ ال��ِّجَارَاتِ مِنْ أَمْوَالِهِمْ مِنْ كُلِّ عِشْرِينَ دِينَارًا دِينَارًا فَمَا نَقَصَ فَبِحِسَابِ ذَلِكَ حَتَّى يَبْلُغَ عَشَرَةَ دَنَانِيرَ فَإِنْ نَقَصَتْ ثُلُثَ دِينَارٍ فَدَعْهَا وَلَا تَأْخُذْ مِنْهَا شَيْئًا وَاكْتُبْ لَهُمْ بِمَا تَأْخُذُ مِنْهُمْ كِتَابًا إِلَى مِثْلِهِ مِنَ الْحَوْلِ
انگریزی ترجمہ
Abu Nasr ibn Qatadah informed us, Abu 'Amr ibn Nujayd narrated to us, Muhammad ibn Ibrahim narrated to us, Ibn Bukayr narrated to us, Malik narrated to us from Yahya ibn Sa'id, from Ruzayq ibn Hayyan, that 'Umar ibn 'Abd al-'Aziz wrote to him: "From whoever passes by you of the people of the covenant (dhimmah), take from their trade goods — from their wealth — from every twenty dinars, one dinar. Whatever is less, then according to that calculation, until it reaches ten dinars. If it falls short by a third of a dinar, then leave it and do not take anything from it. Write for them a receipt for what you take from them, valid until the same time the following year."
