Waki’ narrated to us: Shu’bah narrated to us, from Abu al-Fayd, from Sulaym ibn Amir, who said: There was a treaty between Mu’awiyah and a group of the Byzantines. Mu’awiyah set out, and began marching through their land until they would break the treaty, so he could raid them. Then a man was calling out among the people, "Fulfillment, not betrayal!" and it was Amr ibn Abasah. He said, "I heard the Messenger of Allah, peace and blessings be upon him, say: ‘Whoever has a treaty between himself and a people, let him neither tighten a bond nor loosen it until its term has passed, or he announces its termination to them on equal terms.’"
