أَخْبَرَنَا أَبُو زَكَرِيَّا ابْنُ أَبِي إِسْحَاقَ ثنا أَبُو الْعَبَّاسِ مُحَمَّدُ بْنُ يَعْقُوبَ أنبأ الرَّبِيعُ بْنُ سُلَيْمَانَ أنبأ الشَّافِعِيُّ ثنا أَنَسُ بْنُ عِيَاضٍ عَنْ أُسَامَةَ بْنِ زَيْدٍ اللَّيْثِيِّ أَنَّهُ سَأَلَ سَالِمَ بْنَ عَبْدِ اللهِ عَنِ الزَّكَاةِ فَقَالَ أَعْطِهَا أَنْتَ فَقُلْتُ أَلَمْ يَكُنِ ابْنُ عُمَرَ يَقُولُ ادْفَعْهَا إِلَى السُّلْطَانِ قَالَ بَلَى وَلَكِنِّي لَا أَرَى أَنْ تَدْفَعَهَا إِلَى السُّلْطَانِ
English Translation
Abu Zakariyya ibn Abi Ishaq narrated to us... from Usamah ibn Zayd al-Laythi that he asked Salim ibn 'Abdullah about zakah. He said: 'Give it yourself.' I said: 'Did not Ibn 'Umar used to say: Give it to the authorities?' He said: 'Yes, but I do not think you should give it to the authorities.'
