English Translation
Al-Walid ibn Muslim said: 'I asked al-Layth ibn Sa'd, and he said: Every city or village that has a congregation and an appointed leader who has been commanded to establish the Friday prayer, let him lead them in it. For the people of Alexandria, the cities of Egypt, and the cities of its coastlands used to establish the Friday prayer during the time of Umar ibn al-Khattab and Uthman ibn Affan (may Allah be pleased with them) by their command, and among them were men from the Companions.'
