Abu al-Husayn ibn Bishran the just in Baghdad informed us, Isma'il ibn Muhammad al-Saffar narrated to us, Abu Qilabah narrated to us, my father narrated to us, Mu'tamir ibn Sulayman narrated to us, he said: I heard my father narrating from Hanash, from 'Ikrimah, from Ibn 'Abbas (may Allah be pleased with him), who said: "Any city that the Arabs established — the non-Arabs may not build a church in it" — or he said "a synagogue" — "nor ring a bell in it, nor bring wine or pigs into it. And any city that the non-Arabs established — the Arabs must honor the covenant they made regarding it and not burden them with what they cannot bear."
