Waki' told us, Hisham told us, from Qatadah, from Anas, who said: The Messenger of God, peace and blessings be upon him, used to punish for wine-drinking with sandals and palm branches. Then Abu Bakr had the offender struck forty times. When it was the time of Umar, and people drew close to the countryside and villages, he consulted the people about it, and it became widespread among them, so Abd ar-Rahman ibn Awf said, "I think you should make it like the lightest of the fixed penalties." So Umar had the offender struck eighty times.
